Despite a significant revival in monsoon rains across numerous regions, the total cultivated area for summer crops remains persistently below last year’s figures, creating ripples of concern across economic indicators, from food inflation to rural consumption. As of early August, farmers had planted crops across approximately 96.8 million hectares. This figure represents a notable shortfall of 1.8 million hectares when compared to the 98.6 million hectares covered during the corresponding period of the previous year. Furthermore, this current acreage falls substantially short of the ‘normal’ acreage benchmark, which is defined as the average for the 2020-2025 period and stands at a more robust 110.4 million hectares, underscoring a deeper underlying deficit.

The disparity in cultivation is particularly pronounced across several key staple crops that are vital for both domestic food security and the broader agricultural economy. Rice, the nation’s primary cereal, saw its acreage shrink to 34.4 million hectares, a reduction of 1.6 million hectares from the 36 million hectares sown a year prior. This decline is not uniformly distributed, with major rice-producing states like Madhya Pradesh, Maharashtra, Odisha, Jharkhand, Uttar Pradesh, Karnataka, Tamil Nadu, West Bengal, Bihar, and Andhra Pradesh reporting lagging cultivation. Conversely, states such as Telangana, Assam, Uttarakhand, Chhattisgarh, and Punjab registered an increase in paddy area, suggesting regional shifts or localized improvements in water availability and farmer sentiment. Such a widespread dip in rice acreage could have significant implications for domestic supply, potentially impacting market prices and necessitating strategic policy interventions, especially given India’s critical role as a global rice exporter.

Pulses, a crucial source of protein for a large segment of the population, also experienced a contraction, with sowing covering 10.3 million hectares, down by 195,000 hectares. Within this category, specific pulse varieties like Arhar (pigeon pea) and Moong (green gram) witnessed significant declines, falling by 261,000 hectares and 184,000 hectares respectively compared to year-ago levels. This shortfall in key pulse crops raises immediate concerns about potential inflationary pressures on a staple food item and its impact on household budgets. In contrast, Urdbean (black gram) emerged as an outlier, recording a substantial increase of 257,000 hectares to reach a total of 2.3 million hectares, possibly due to shifting farmer preferences or more favourable local conditions. The regional picture for pulses is mixed, with major declines observed in Karnataka, Maharashtra, and Odisha, while Uttar Pradesh, Rajasthan, Andhra Pradesh, Jharkhand, Gujarat, Chhattisgarh, and Telangana reported gains. This geographic divergence highlights the localized nature of agricultural challenges and opportunities within the vast Indian subcontinent.

The category of ‘Shri Anna’ or coarse cereals, which includes grains like maize and bajra, also recorded a dip, falling to 16.8 million hectares from 17.3 million hectares a year earlier. This reduction is primarily attributable to lower sowing of maize and bajra, crops known for their resilience in drier conditions and their importance in animal feed and as a dietary staple in many regions. States like Karnataka, Maharashtra, Tamil Nadu, Andhra Pradesh, Jammu & Kashmir, Gujarat, and Telangana reported reduced coarse cereal acreage. Conversely, Madhya Pradesh, Chhattisgarh, Odisha, Rajasthan, Uttar Pradesh, Bihar, Jharkhand, and Uttarakhand witnessed an expansion, indicating a complex interplay of monsoon patterns, local policies, and market incentives.

In a contrasting trend, oilseeds presented a brighter picture, with sowing improving marginally to 18 million hectares from 17.5 million hectares last year. This positive momentum was largely driven by higher coverage under groundnut, soybean, sunflower, and sesamum. An increase in oilseed acreage is a welcome development for India, a major importer of edible oils, as it could contribute to reducing the nation’s import bill and strengthening domestic supply chains. States such as Uttar Pradesh, Madhya Pradesh, Rajasthan, Assam, Jharkhand, Chhattisgarh, Telangana, Andhra Pradesh, and Uttarakhand reported higher oilseed acreage. However, Gujarat, Maharashtra, Karnataka, Odisha, Tamil Nadu, and West Bengal experienced a decline, reflecting diverse agricultural strategies and environmental conditions across the country.

Commercial crops also exhibited mixed fortunes. Cotton acreage trailed last year’s level, declining marginally from 10.64 million hectares to 10.6 million hectares. Similarly, sugarcane sowing registered a slight decrease of 31,000 hectares, settling at 5.8 million hectares. While these reductions are relatively minor in percentage terms, they contribute to the overall deficit in Kharif coverage and could have implications for agro-industries dependent on these raw materials, such as textile mills and sugar refineries.

The trajectory of the monsoon has been the primary determinant of this year’s sowing patterns. The initial phase of the monsoon in June was marked by a significant deficit, registering 35% below normal, which severely hampered early sowing efforts and created widespread anxiety among farmers and policymakers. However, July brought a dramatic turnaround, with India receiving 1% above-normal rainfall. The country recorded 283.3 mm of precipitation during July, marginally surpassing the long period average (LPA) of 280.5 mm. This robust performance in July helped to narrow the overall deficit for the June-July period to 12.6%. The India Meteorological Department (IMD) has further forecast widespread rainfall across key growing regions in the coming weeks, particularly over the Western Himalayan region during mid-August, with significant showers expected across parts of northwest and central India. Himachal Pradesh, Jammu and Kashmir, Ladakh, and Uttarakhand are slated for widespread rain, alongside East Rajasthan, West and East Madhya Pradesh, Vidarbha, and Chhattisgarh. Such rainfall is critical for improving soil moisture, supporting late-sowing efforts, and ensuring optimal growth for already planted crops.

However, the IMD’s longer-term forecast for August-September suggests the possibility of less than 94% of the LPA rainfall. Should this projection materialize, it could pose renewed challenges for crop maturation and yield realization, especially for crops planted later in the season. This outlook introduces a degree of uncertainty, requiring continuous monitoring and adaptive strategies from the agricultural sector.

The implications of this varied Kharif performance extend far beyond farm gates, touching upon critical macroeconomic indicators. Food inflation, already a persistent concern for the Reserve Bank of India (RBI), could face renewed upward pressure if the shortfalls in rice and pulses translate into supply constraints. Economists suggest that sustained high food prices could impede the central bank’s efforts to manage overall inflation and might necessitate a cautious approach to monetary policy. Moreover, the agricultural sector’s performance has a direct bearing on rural incomes and consumption, which are vital engines of economic growth. A subdued Kharif output could dampen rural demand, impacting sectors ranging from consumer goods to agricultural machinery.

From a global perspective, India’s agricultural output, particularly for rice, holds significant sway over international commodity markets. Any substantial reduction in India’s rice production or exports could lead to price volatility globally, affecting food security in importing nations.
