This renewed push by the Centre, primarily driven by the Bureau of Energy Efficiency (BEE) under the Union Ministry of Power, underscores a firm commitment to compliance with an updated Constant Speed Fuel Consumption (CSFC) testing protocol. However, the move has met with continued resistance from the industry, represented by the Society of Indian Automobile Manufacturers (SIAM), which insists on the prior widespread adoption of an indigenous testing tool, Bharat VECTO, currently under joint development with the government.
The CSFC testing requirements, initially introduced in 2022, aim to standardize the measurement of fuel consumption for commercial vehicles, setting a crucial baseline for future efficiency improvements. These norms, analogous to the Corporate Average Fuel Economy (CAFE) standards for passenger vehicles, mandate a ceiling on emissions per kilometer and the fuel or power consumed over a specific distance, calculated as an average across a manufacturer’s entire fleet within a year. The latest technical consultation saw Bharat VECTO emerge as the central point of contention, with manufacturers agreeing to share additional data to aid in establishing a foundational framework for the CSFC norms, paving the way for progressively tighter targets over the subsequent five years.

Globally, leading economies have progressively tightened emission and fuel efficiency standards for heavy-duty vehicles. The European Union, for instance, has implemented its own VECTO tool (Vehicle Energy Consumption Calculation Tool) since 2019, which simulates vehicle CO2 emissions and fuel consumption based on various parameters. This tool has been instrumental in the EU’s phased introduction of CO2 emission standards for new heavy-duty vehicles, targeting reductions of 15% by 2025 and 30% by 2030, relative to 2019 levels. Similarly, the United States has also adopted stringent greenhouse gas and fuel efficiency standards for medium- and heavy-duty engines and vehicles, with subsequent phases aiming for even greater reductions. These international precedents highlight a global consensus on the necessity of such regulations, often supported by sophisticated simulation and testing methodologies. India’s endeavor with Bharat VECTO is a step in this global direction, aiming to create a tailored solution that accounts for its unique operating conditions and vehicle characteristics.
The industry’s apprehension regarding the implementation timeline is not without merit. Developing and integrating new technologies to meet stricter norms requires substantial research and development investment, retooling of manufacturing lines, and extensive testing. Automakers, including major players like Tata Motors, Ashok Leyland, and Volvo Eicher Commercial Vehicles, need clear, stable regulatory frameworks to plan their product development cycles, which often span several years. Rushing the CSFC norms without a fully validated and standardized Bharat VECTO could force manufacturers into costly interim compliance measures, potentially stifling innovation or increasing vehicle prices. This could, in turn, impact the competitiveness of Indian commercial vehicles in both domestic and international markets.
Moreover, the transition to cleaner mobility encompasses more than just regulatory compliance. While electric trucks offer a zero-emission alternative, their commercial viability in India remains challenging, with current models costing at least twice as much as their diesel counterparts. This cost disparity, coupled with nascent charging infrastructure, means that conventional internal combustion engine (ICE) trucks, albeit more efficient, will continue to dominate the market for the foreseeable future. Therefore, optimizing the efficiency of ICE vehicles through robust norms is crucial.
