Despite a renewed surge in geopolitical tensions across West Asia, which has severely disrupted crucial shipping lanes and exerted upward pressure on global fertilizer prices, India stands resilient, possessing substantial inventories to comfortably meet the requirements of the ongoing Kharif agricultural season. The nation’s strategic foresight and proactive measures have ensured that domestic supplies considerably outstrip projected demand, buffering its vast agricultural sector from the immediate fallout of international market turbulence.
Official data from the fertilizer ministry reveals a robust supply landscape between April 1 and July 21 of the current fiscal year. The aggregate availability of critical agricultural nutrients—urea, di-ammonium phosphate (DAP), muriate of potash (MOP), and various complex fertilizers—reached an impressive 30.65 million tonnes (mt). This figure represents a comfortable surplus when juxtaposed against the estimated seasonal requirement of 20.43 mt. Breaking down these figures, urea availability was reported at 16.6 mt against a demand of 11.2 mt, while DAP stocks stood at 4.02 mt compared to a seasonal need of 3.2 mt. MOP, another vital nutrient, was available in quantities of 1.4 mt, comfortably exceeding the 1.0 mt requirement. Similarly, complex fertilizers, including those with nitrogen, phosphorus, potassium, and sulfur (NPKS), maintained strong reserves of 8.5 mt against an anticipated demand of 4.95 mt. This comprehensive inventory position is a testament to India’s concerted efforts to fortify its agricultural supply chains against external shocks.
This period of comfortable inventory levels coincides with a particularly challenging global trade environment. India, which holds the distinction of being the world’s largest importer of urea and the second-largest consumer of fertilizers globally, faces unique vulnerabilities. The conflict in West Asia has not only escalated freight costs but has also significantly impacted shipping through critical maritime arteries, most notably the Red Sea. Given that India historically relies on imports for approximately 60% of its DAP requirements and roughly 15% of its urea and NPK (nitrogen, phosphorus, and potassium) demand, such global disruptions could traditionally expose its agricultural economy to severe supply shortages and volatile price swings. The current preparedness, however, signals a departure from past susceptibilities, demonstrating a strategic pivot towards greater self-reliance and diversified sourcing.
Recognizing the inherent risks associated with over-reliance on a few supply corridors or nations, the Indian government has embarked on an aggressive strategy to diversify its fertilizer import sources through a blend of diplomatic engagements and strategic procurement initiatives. Urea, a cornerstone nutrient, is now being sourced from a broader array of countries, including Oman, Malaysia, Vietnam, Nigeria, Russia, Egypt, and Algeria. Similarly, supplies of DAP and NPK have been secured from diverse regions such as Russia, Morocco, Egypt, the United States, Jordan, and Saudi Arabia, with careful consideration for alternative shipping logistics where traditional routes through the Red Sea face impediments. As of early June, these efforts had already yielded significant results, with approximately 2.5 mt of urea, 1.5 mt of DAP, and 1.0 mt of NPKs successfully procured from various international partners. Further reinforcing this proactive stance, the government initiated a global tender in late May to secure an additional 1.7 mt of urea, underscoring its commitment to maintaining a robust buffer.
The wisdom of this diversification strategy cannot be overstated. Sankalp Gurjar, an assistant professor of geopolitics at the Gokhale Institute of Politics and Economics, Pune, aptly noted the parallel with India’s energy sector strategy. "Diversifying fertilizer import sources is essential, much like the strategy adopted in the energy sector. Overdependence on a single region exposes the country to geopolitical and price risks," Gurjar stated, emphasizing that such a multi-pronged approach "will reduce our dependence on West Asia and at the same time secure our demand." This strategic realignment is crucial for insulating India’s massive agricultural base from the vagaries of international politics and commodity markets, ensuring food security for its 1.4 billion population.
Complementing its import diversification, India has also significantly bolstered its domestic fertilizer production capabilities. A key enabler of this surge has been the full restoration of natural gas supplies to fertilizer manufacturing plants, allowing them to operate at optimal capacities. During the April-June quarter, domestic urea production reached 7.15 mt, comfortably exceeding its quarterly target by 369,000 tonnes. Similarly, DAP production saw a notable increase to 984,000 tonnes, surpassing its target of 861,000 tonnes. The output of NPK and single super phosphate (SSP) also remained robust, recording 2.07 mt and 1.35 mt respectively. Dr. Sachchida Nand, a visiting professor at the Indian Council for Research on International Economic Relations (ICRIER), acknowledged the government’s proactive role: "The government has been quite proactive in ensuring adequate fertilizer supplies. While there may be some concerns around DAP, imports and domestic production have largely remained on track, and inventories are comfortable." He further cautioned, "India continues to source DAP from multiple countries and the immediate supply situation is stable, but we need to keep a close watch on global prices, particularly for phosphatic fertilizers, which remain elevated."
While the supply side demonstrates strong performance, India has also made adaptive adjustments to its demand estimates for the ongoing Kharif season. The total fertilizer demand projection has been marginally trimmed to 38.39 million tonnes from an earlier estimate of 39.05 million tonnes. This revision comes in the wake of updated monsoon forecasts from the weather office, which indicated potentially weaker rainfall. The revised outlook reflects expectations of slightly slower sowing activities and, consequently, a marginally lower consumption of agricultural nutrients. Amritpreet Kaur Minhas, a fellow at The Energy and Resources Institute (TERI), offered insight into this adjustment, stating, "The slight reduction in fertilizer demand reflects weaker rainfall expectations rather than any structural decline in agricultural activity." Minhas also suggested a potential shift among farmers towards alternative nutrient sources, such as nano-fertilizers and bio-fertilizers, which could further mitigate conventional fertilizer demand. Echoing this sentiment, Varun Gogia, Vice President & Sector Head at ICRA Ltd., commented, "In the current season, fertilizer demand has been largely unchanged over the previous season, and with the sowing levels facing headwinds, the fertilizer demand is not expected to rise materially."
To ensure equitable distribution and prevent localized shortages during peak sowing periods, the Centre has implemented a rigorous, state-wise monthly assessment of fertilizer demand. Based on these granular evaluations, the Department of Fertilizers meticulously prepares supply plans and monitors availability across the nation. This systematic approach is further augmented by technological interventions. The movement of subsidized fertilizers is closely tracked through the Integrated Fertilizer Management System (iFMS), providing real-time visibility across the supply chain. Moreover, the direct benefit transfer (DBT) system plays a crucial role in ensuring transparency and accountability, releasing subsidies to companies only after Aadhaar-authenticated sales to farmers, thereby minimizing leakage and ensuring that support reaches its intended beneficiaries.
The economic implications of India’s robust fertilizer strategy are profound. Agriculture remains a cornerstone of the Indian economy, employing a significant portion of its workforce and contributing substantially to its GDP. Stable and affordable fertilizer availability directly translates into higher agricultural yields, which in turn helps manage food inflation, supports rural livelihoods, and strengthens overall economic stability. The government’s commitment to this vital sector is underscored by the substantial budget allocation for fertilizer subsidies, which stood at ₹2.17 trillion in FY26 and is budgeted at ₹1.77 trillion for FY27. This significant financial outlay highlights the critical role fertilizers play in India’s food security matrix and the government’s resolve to shield farmers from escalating global prices. By strategically managing its fertilizer supply, India is not only securing its immediate food production but also laying the groundwork for greater resilience against future global economic and geopolitical uncertainties. The proactive measures taken to diversify sources, boost domestic production, and streamline distribution underscore a comprehensive national strategy aimed at fostering long-term agricultural stability and economic growth.
